So I have a circle I create with the eliptical marque. Normally in Photoshop you can just put a stroke on it to create the outline of the circle. I don't want to fill in the whole circle.  Can I do that in Fresco??

Not with a stroke option no. You would have to draw around the outline with one of the brushes to create your circle.
This question has been asked a few times and it might already be on the to do list, best option though would be to go to the Fresco UserVoice page and see if it has been requested there. If it has, add your vote and comment to the thread you find. If not, create a new thread which others can then vote up and comment on.
