Can't get Creative Cloud Desktop setup to work

I have downloaded the CC Desktop setup file but when I run it the progress goes to 2% then stops. I have tried also to download the PS CC program as I know it comes with the CC Desktop progrm, but that downloads only as far as 5% and then hangs for ever. Any suggestions@
