Run the Cleaner tool to remove Ps CC :http://www.adobe.com/support/contact/cscleanertool.html .

Restart your system and then try installing Ps again.

in Addition to Ashutosh.Nigam's hint: you should CC completely delete and reinstall only by help of Adobe Creative Cloud Cleaner Tool. (A try to uninstall by own resources is not enough!)
