Installing Photoshop Elements 3 on Windows 10

I need help installing my older version of Photoshop Elements 3.0 on my new Windows 10 laptop.  I need help but in the most simplest of words please. Thanks!!

First, that software is old enough that it may not work at all with Windows 10... but

An idea that MAY work to install and/or run old programs in Windows 10
