Missing Archive file for downloading PSE12. What does this mean?

I just purchased the Photoshop Elements 12 for the black friday deal, and its telling me to download file 1 of 2, and i did and extracted files from that folder and then i tried downloading 2 of 2 and once i hit "RUN" it tells me I'm missing an archive file, I don't know what this means?

if one was an exe and the other a compressed file (eg, .7z), you should NOT extract the compressed file.  place them both in the same directory and click the exe.

if they were both compressed, extracting anything what were the two file names?

the file 1 of 1 is the LS25.7z

and the file 2 of 2 is the LS25.exe

When i downloaded the first file, it asked me to open it up with another program, so i selected the program to open it with, WINRar, because it was a compressed file or zip, and the second one i opened it and it just asked me if i wanted to run the program at the bottom of my internet explorer so i hit run, and then it said the missing archive file error.

again, place both downloaded files in the same directory.  do not extract anything.  click (or double click) the exe.

But it tells me "The file archive part of Adobe Photoshop Elements 12 is missing. You need all parts in the same folder in order to extract Adobe Photoshop Elements 12. Please download all parts." I've saved the first file, didnt extract it, then ran the second file but this message keeps popping up when i run the second file, exe.
