PS Elements 12, can't install on Win10 [Edited for brevity]

I was directed by an Adobe support specialist to contact you. I have downloaded the file needed to install PS Elements 12 but the file will not open. Using Windows 10. We have tried turning off security measures but the file will not open. Any solution?

what file(s) (names, extensions and sizes) did you download?  ie, you should have an exe and a matching 7z.  double click the exe and follow the directions.

Download and installation help for Prodesigntools links are listed on most linked pages.  They are critical; especially steps 1, 2 and 3.  If you click a link that does not have those steps listed, open a second window using the Lightroom 3 link to see those 'Important Instructions'.

You need a user account with full admin permissions to install software.

Did you try right clicking the installer .exe file and choosing Run as Administrator?
