Go to Creative Cloud, on the far right of the app list there are three dots, when you hover over them there's a choice to instal older versions...

That's a screenshot from the Creative Cloud app.

Isn't that where your first screenshot comes from? See those THREE DOTS in the bottom right?

Thanks for reaching out. I am afraid due to Adobe Policy, only the current & last year's versions of apps are available for download & installation in the Creative Cloud desktop app. Illustrator CC 2019 is no longer available. However, you can try downloading an offline installer from this website.
