26.2 Windows 10 Crash on Start

Still unable to start Illustrator for months.

Windows 10 fully updated. Fully uninstalled CC everything and reinstalled on another hard drive. GeForce 750 Ti newest drivers. Went through all the troubleshooting steps. Photoshop works fine.

 

Different from a few months ago is that there is no longer a crash report.

Windows event log shows this.
