Adobe Illustrator doesn't show the "New File" button

in the 1st photo the Adobe Illustrator application has something abnormal and does not show the blue button that says "new file" and the screen is all grey, but the top bar still shows the 3 colored circles, one half-close, close and full screen mode (mac os) how to solve it?

 

 

the correct view would be this 2nd photoshop photo to give the example that you can see the blue button and various things.   2°

I restarted Illustrator and also my Mac but nothing changed

You can try if checking Preferences > Use legacy "File New" interface gives you the option to create new files.
