Align stroke options don't work inside or outside

Its been like this for months now, everytime i think they are going to fix it is not fixed, I cant chose any options between inside or outside, Its like blank, as if the buttons where disabled. I tried doing it on everything, text a path a shape nothing works.

Those options don't work on text.

Can you show another object on which it doesn't work selected with the appearance panel visible?

Text only works when making it outline paths, then stroke can be changed

Wait okay the work on others it's only text that doesn't work. Looks like closed paths work. I can select either inside or outside strokes
