When I load my User defined set consisting of alot of symbols as a panel in Illustrator, and just have them on the fly, how much will that effect the performance of the software and my machine? Does it affect my RAM or does it stack up in the Temp files or just how does it work specifically?

Thanks for reaching out. The performance will be determined by the read & write speed of your HDD/SSD where the symbol file is stored as Illustrator will directly read the file from the SSD/HDD.
However, in general, If the system is using all the available RAM and an extra amount of memory is needed by Illustrator to use additional resources, then it will use the SWAP memory, which is your SSD/ HDD in place of RAM.
