What is the purpose of your request?
Are you using many artboards with different dimensions and want a coloured rectangle on them that matches their dimensions?
If so, that may be done with an action or a script.
Otherwise there is no "Artboard Colour" in Illustrator similar to Photoshop's background contents. Illustrator is a different mole.

Yup. Hence my IDEA to have this implemented into the software. And thanks for your "help" hahahaha I already know there is no bg colour in AI. What do you think the purpose of my request is?

I don't know the purpose of your request and I'm not going to guess.
As mentioned, if you just need coloured rectangles you can script it (or use one of the existing scripts, for example by Sergey and Sergey).

Yup. I can do all that, which is obvious. But what we need is that same artboard function for BG colour we have in Photoshop... no need to add your two sense regarding scripts, etc....

Would this background be an object you can manipulate, or static? Would it print, or be virtual like Simulate Coloured Paper?

The art board does not need a color. The artboard is just blank space. It is not a "canvas" like the background layer in Photoshop. Illustrator is primarily a vector-based, object-oriented graphics application. It's a different paradigm from a Photoshop document's grid of little colored square tiles.
