With the artboard tool selected, double clicking on an element will create an artboard to the same size.

My question is;

Is there a way to make the clicked artboard a specific measurement larger or smaller than the eement that is being clicked?

The long answer is no.

You might want to make a feature request.

Of course you could also first apply a graphic style that creates a rectangle around the selected art and then later delete that.
