why you don't add toggle visibility to artboards? 

it will make the work more easier so you turn on and off any artwork you don't want to show in the PDF copy.

Not long ago, Adobe added artboard-related controls to various export feature sets, but the Save As...PDF dialogs don't offer anything comparable. There is a feature request already lodged to make artboards lockable and hide-able, which presumably, would make it possible to Save As...PDF excluding hidden artboards.

Just use Export for Screens to choose specific artboards to save to pdf...
