Bar doesnt show up when hovering over an object

Hey guys, 

so unfortunaly I diasabled the option that this tool bar shows up when I hover over an object. Does anybody know how I can enable this function again? I searched everywhere but cant find it.

It only appears when you select an object with the selection tool, not on hovering.

If it still doesn't appear, select Window > Contextual taskbar
