Seit neuestem Update von Illustrator ist ein Bug beim Scrollen. Kaum beginne ich zu scrollen, lässt sich das Bild nicht mehr fixieren. Es hilft dann nur mehr der Task Manager zum Beenden des Programms. Das Verschieben mit dem Navigator ist möglich.

Also, try running Illustrator under a different administrator account (Windows / macOS) and sharing your observations.
