Illustrator is (mostly) a program that works with vectors. Those are raster (bit-mapped) images. I'd ask the question in the Photoshop forum.

They're just extreme adjustments like e.g. using Levels or Curves to eliminate details, combined with blur effects and something like a gradient map layer style to recolor everything. Otehr steps liek actualyl having to cut out silhouettes can of course be involved. As already pointed out by @Steve Werner it's nothing you would do in AI. This is photoshop all the way...
