CC Illustator 27.8.1 - HELP - cannot find how to draw a simple arrow headed line or a dotted line

The most recent versions of Illustrator seem to have lost the ability in the 'stroke' dialog box to add a simple editable arrow head or dots/dasahes. InDesign still has this ability in its 'stroke' box.

Did you check "Show Options" in the Stroke panel?

You need to open the panel menu and show the options (top right of the panel in the Hamburger menu)
