So I'm using a Wacom tablet. And I've been doing AI and XD. The shortcut for a rectangle in XD is "R" and for AI is "M". And sometime I'll get it mixed up once in a while. But the problem is, when I click "R" in AI. It goes into rotate tool and I'll get stuck with the anchor point (I'm using a Wacom tablet btw). Any button I click or any other hotkey I click or even esc, doesn't work.
So my work around is that I changed the "R" hotkey in AI as a smooth tool since I used it a lot. If anyone had the same problem and could clue me up on what happened? And do you guys have a fixed for this kind of problem?

So you can't select any other tool anymore, once you have the rotate tool active?
I suppose you rebbot the computer regularly? If not, maybe do it now?
Also you could try and reset the preferences. This will erase your settings. but there is a method that can be made undone: rename the preferences folder: https://helpx.adobe.com/illustrator/using/setting-preferences.html

Okay seems like its working okay for me now. Before it would just follow the cursor and any button wont work. Needed to force close the app just to avoid it. But now seems okay. Thanks a bunch.
