I can not find image panel in Adobe to change mode and can you help me to add it?

The control panel can be found in Window > Control.

But maybe you are searching for something else. Can you please give us some more clues of what you want to do?

Im searching for image panel which must be next to "edit" and "layer" panels, but i can't find it anywhere and I want to change mode.

Photoshop has an Image menu between an Edit and Layer menu. Illustrator does not have an Image menu.

Are you confusing 2 applications?

In Illustrator you can change the Document Color Mode in the File menu.
