Create irregular polygons

I have an illustration (a map) and I want to infill certain polygon areas with light gray. I cannot see how to draw an irregularly-shaped polygon on AI. I can make an irregularly-shaped polygon out of a series of individual lines but cannot figure out how to combine those into a single polygon shape that can be infilled with color.

Is this possible in AI?
