Cursor suddenly locks on my hand movements, and I can't stop screen from moving all over

Am working in Windows 11, will be happily working in a file, things acting normally, then suddenly, whatever cursor I am using--tablet or mouse--gets locked onto any hand movment I make and the screen rapidly moves all over the place if I have my hand on the cursor of if my stylus hovers over the tablet. Cannot find any way to stop this, other than waiting for a few minutes and then it stops.

I've actually had weird freak outs like that too, and found that the culprit was another external mouse that was left on in my backpack and kept accidentally triggering a remote key bind.
