How do I add a cut line to files to cut out stickers?

You need to draw a path (or generate it from existing artwork) and then save it in a way the print service wants to have it. Some want it on a separate layer with a specific name. Other want to have the line itself assigned a specific name. Others want to have a certain lineweight and/or a certain color (that then needs to be set to overprint).
So first of all: ask them how they want it.
If you need more pointers as to how to draw the line, please show your artwork (or a sample that looks like it).

As Monika suggested it is always a good practice to talk with the company producing your artwork. They are always happy to help and give you the details how they want the print files to be prepped because that will cause fewer troubles.

Which print/cut application are you using for the print and cut work? Some applications will differ in how cut lines should be set up in artwork. In two of the large format RIP applications we've used they prefer the cut line have a custom named spot color applied to the line stroke, with the spot color name "CutContour."
