What did you alredy try?

That example looks like it has ben created in Photoshop and then traced. Depending on what you want to use the noise for there are other methods aas well, such as using a scatter brush

not necessary in vector. but can in photoshop file as well. .

In Photoshop if you don't want it smooth: make higher contrast in the "Levels"

Or convert to Bitmap (black and white)
