The right/relevant tool(s) will depend on the actual character and the desired change, both of which we should be thrilled to see.

The tools and ways really depend on the desired kind(s) of changes. Puppet warp can be relevant in connexion with some simple changes in posture and positions of extremities without changes like turning of body (parts) which make everything much more complex, and unrelated changes such as different expressions and different colouring of skin/clothes present differnt requirements.
In many cases a (partial) redrawing is called for.
A description of the desired changes would be helpful.

Was the image generated by an AI prompt or was it created by hand? If it was created using AI tools it will be difficult to make consistently accurate variations of the character. That sort of thing is usually sketched by hand and then refined using tools in either Photoshop or Illustrator.

Different means what? This character doing different things or this character slightly altered?
Both options require sketching and drawing. There might be artificial intellegence that can do both, bot Firefly can't.

IMHO, cartooning is a legit art form. There are no shortcuts to doing it right, such as using an AI bot to do the hard work.
Professional cartoonists and animators who create work by hand will create model sheets that serve as a visual reference for the character design. The sheets will show different angles of the character, various poses, etc. They may create separate sheets showing just the character's head in various angles and covering different facial expressions. The reference materials can dive pretty deep, especially if a team of people will be producing the work rather than just a single cartoonist.
Even for cartoons that are digital-based it's still necessary to create a library of reusable assets. That work may still be drawn by hand, scanned and then painted over or vectorized using digital tools.
