I tried reproducing the issue on my end, but it seems to be working as expected for me. To help narrow this down, could you please let me know the version of Illustrator you're using and your operating system? Also, does this happen only with a particular file or across all files?
From the screen recording, it looks like you're clicking directly on the front (black) object rather than the area between the borders where the white box might be accessible. Could you try clicking slightly outside the black line, in the gap where only the white object should be visible, and see if that helps?
If the issue still persists, would you be able to share the Illustrator file with us so we can test it on our end and better understand what's going on?
Looking forward to your update!
Abhishek

sincere Dazzle,
What happens if you lock the top object (with the black line), then try Direct Selection?
Or, in case of overlapping Anchor Points where you wish to work on the bottommost one, what happens if you deselect and then direct select the top Anchor Point and move it aside with an Arrow key, then work on the one below, then move the top one back in place?
The latter also works for coinciding Anchor Points on the same path.
