This is from my favorite agency, but I don't know how the hell they used this texture effect(Swirl pattern that fades towards the end)...
No matter how many times I tried, it's not the same.
It doesn't matter if it's photoshop or illustrator.
Please let me know if anyone knows......
It's a Turing pattern.

It's probably some third-party filter that modulates parameters of the cell noise directly using an input map. filter Forge or even Adobe's own Substance Builder could likely do it...
