Depends on where you are seeing this. Have you opened the file in Illustrator? or have you placed it as-is and then printed it?

It's also possible what you are seeing is merely the low-res preview saved with the file. EPS require a Postscript printer to print accurately, so if you don't have one (most don't these days) your printer is only using the low-res preview. If you, however, create a PDF of your file, this will convert the EPS into PDF code which your printer can then render in its best

From where do you download the EPS?

Can you please show a screenshot of the low quality?

Where are you downloading your eps files from? Does whatever place you're downloading from have a "quality" option that needs to be checked (and probably needs to be paid extra for)?
