Why when I download file eps it is low quality
Depends on where you are seeing this. Have you opened the file in Illustrator? or have you placed it as-is and then printed it?
It's also possible what you are seeing is merely the low-res preview saved with the file. EPS require a Postscript printer to print accurately, so if you don't have one (most don't these days) your printer is only using the low-res preview. If you, however, create a PDF of your file, this will convert the EPS into PDF code which your printer can then render in its best

Can you please show a screenshot of the low quality?
EPS is not necessarily a vector artwork.

Where are you downloading your eps files from? Does whatever place you're downloading from have a "quality" option that needs to be checked (and probably needs to be paid extra for)?

Sorry to hear about this experience. As suggested by Monika, EPS is not necessarily a vector artwork.
