Without any info about the type of artwork and contents nobody can tell you much. Could be perfectly normal due to the features you use... Either way, you have to be much more specific.

Exactly when does this become a raster file?

And how do you notice that it does?

 

Did you place the file in a layout? And then it looks like rasterized? In that case you maybe just need to set a better preview quality in your layout application. Just in case you are using InDesign: please do no longer use EPS. Use AI with embedded PDF file.
