Further clarification on creating background color with layers

Where are the color options once I add a new layer to create background color? I have the artboard outlined from EDIT ARTBOARD and have a new Layer waiting, but how do I go forward from here? I don't see color options or how to enter info into a layer. Thanks!

In order to have a background color on the artboard: draw a rectangle and apply a fill to it. Put it on your background layer if you wish to.
