Generative Recolor isn't available in Taiwan?

Does anyone know why the "Generative Recolor" feature cannot be used in Taiwan (China)?
Is this a permanent restriction, or will this feature be made available in Taiwan in the future?

Thanks for reaching out. At this time, this feature is not available for Chinese locale builds (Traditional and Simplified) and/or user accounts from China.
