How can I rotate a shape around a cirle without the shape rotating?

So I've been trying to use the rotate tool, the repeat tool, the blend tool, all with the same result. The shape rotates along no matter what. I've tried all the holding down shift, option etc too but to no avail.

 

Any ideas!

Another method;

Create 2 stars in the same position.

Create a circle with no fill and no stroke and use the scissors tool to make it an open path.

Select All and use Object > Blend > Make

Use the Blend Options to set the amount of steps (and maybe orientation).
