How do I make a distorted smiley face like this?

 I already made my smiley face in illustrator, but I'm trying to do this distorted/glitch effect. How can I achieve this effect? None of the "Distort/Transform" or "warp" options are making it look like this. Please help, any tips appreciated! 🙂

Apply a Mesh envelope and then use the direct selection tool to further distort the mesh.
