How to Create This Texture Effect?

I want to start adding texture effects to my designs in Adobe Illustrator similar to what is featured in the picture below. How do you go about doing that? Is that a specific brush or is that a texture they drew on paper and added it to their design. I am guessing this was probably done in photoshop although I am not sure, but can you create a similar texture effect in Illustrator?

I have been trying to look for good Illustrator brushes to mimic that effect with no luck for a while now. Are there any Illustrator brushes you recommend?

     Add this Grunge Texture over your image

     http://www.textures4photoshop.com/tex/grunge-and-rust/distressed-overlay-png.aspx

  1. Press Control-I to invert to white
  2. Set the blend mode to Overlay, lower the opacity to your liking
  3. You can add the texture two times with different sizes
  4. I also used the Smart Sharpen filter.

I totally understand how to do this to a final product, however, if I were to bring a raster watercolor art png into Ai to enlarge it, it then takes all the texture of the raster file away.   What am I missing?   The only work around I have found it is to take it back to PS and place the texture back into it.   I, for the life of me can not find a tutorial on this method.
