i recently upgraded my mac to a newer software but deleted all my applications
is there a possible way to download illustror 2020 with a direct download link?
since macos high sierra isnt compatible with larter versions

You can try to follow the instructions in the CC 2020 link and see what happens. Obviously, you can get no help or answers from Adobe Support until their office hours on Monday.

Indeed, the last release of Creative Cloud to support macOS v. 10.13 “High Sierra” was CC 2020... Apple does offer free operating system upgrades, but your computer has to be able to support a newer release of macOS.
Haven't tried getting those installers in a while, but last time it worked with some repeated persistence and requesting a supervisor. Adobe should still be giving out CC 2020 installers for exactly the reason you mention... Many paying customers have older Mac systems which may not be able to upgrade their operating system nor run the latest CC release.
Alternatively, you could try Creative Cloud 2019 instead. It works with High Sierra and these installers are still available to everyone for download, using the links that Jacob posted above.
