How to make that puffer effect

Hello does somebody know where i can make that puffer effect ? I saw that guy making it with Pictures and fonts everything but i couldnt ask him cause i forgot his name. Thanks

Looks like Effect > 3D & Materials > Inflate.

Can only be applied to vector artwork, not raster images.

I just tried it but its not letting me do anything it says:

The 3D and Materials effect currently only works on some object types and cannot be applied to multiple instances.

THis is not a vector image. This is a pixel image that you placed. You need to vectorize it first. Either automatically or manually.

I just vectorized the image and it wont let me change anything either ...

What did you do to vectorize it?

After doing an Image Trace, you would need to expand the Trace.
