How to move points and objects to exact places?

The point/pen tool/objects/lines won't move to exact place I want, it either moves to little or too much, even if I adjust my guides and stuff it still doesn't work how I want it to. Any advice on what to do?

Are you moving them by inputting values? Or with the mouse?

Are Snap to pixels and snap to grid turned off?
