With the new update, every new project starts with having "snap to pixel" turned on. How do I perminately turn that off so I don't have to change it with each new project?

That is an InDesign screenshot, not Illustrator.
In InDesign, I believe you need to change your measurement units to something other than pixels to turn it off.

my mistake. I was researching on the Indesign forum and I got to that question. I didn't see it was about illustrator.
unfortunately, from what i'm seeing, the only way would be to change the unit of measurement. this is sad.

I don't know why a program like Illustrator that is supposed to be for artists, or people who are illustrators has suddenly become an over engineered nightmare. It now takes over your artistic drawing process and forces you to draw like an engineer. Please Adobe dump the AI and make all this snap to pixel stuff an option, it's beyond annoying.

As has been said in the correct answer: don't iuse a web preset.
Illustrator has had this engineer-like approach since the beginning. It has been invented by an engineer. Illustrator has so many different users from different professions that you cannot actually tell who it is "supposed" to be for. To know this you would just need to read some of the threads in this forum.
