My line tool is a thick arrow. I can't change it to just a line.

Under my Menu > Edit > Stroke is greyed out. and on my tools I dont see stroke at the bottom. Only FILL.

Are you talking about the desktop version of Illustrator? There is no Menu > Edit > Stroke

Thank you. You are saying there's no panel in photoshop to adjust the weight and color of the stroke when using the pen tool?
Of course you can adjust the weight and stroke in Photoshop, it is just a different application than Illustrator.
