When I draw a rectangle, fill color and stroke, I need to adjust the transparency separately. If this function is available, it's great. (non English native speakers, software translation, please forgive me)

Yes.. you can manage that under Appearance, then if you want, save that "look" as a Graphic Style so you can apply it to other objects.

e.g. I have created a box with a black fill set to 50% opacity (so the blue box behind shows through), but with a 100% solid Red stroke,
