i want the document will open as cm units

No matter what I do, when i open i new file or file that someone send me
the units size doent open as cm 
I want to set a default, that any doucment i open will be in CM
i can i do it?

The unit is a document based setting.

So, no you cannot set it up for documents you receive.

to bad thay didnt do it also, that you can decide what unit will be the defult

As Monika mentioned, the units are determined by the document you open or create.

But it is easy to right click the ruler and change the unit.
