Masking a layer in GS would be amazing! 

2: A nudge button option(s) for transform effect panel with a setiing to adjust by how much  ..

Anyone else like this idea?? (see attachment mock up) .

would keep the guessing out and save a lot of time.

Adding masking options within Graphic Styles and a nudge feature for the Transform Effect panel would definitely make workflows smoother and more efficient. I completely understand how useful this would be, and I'm sorry it's not available at the moment.

Although not configurable, using the arrow up and down keys you can nudge the values in a selected field:

Arrow up increments 1,

Arrow up with Cmd or Ctrl increments 0,1

Arrow up with Shift increments 10

Depending on what precisely you want, you can use knockout groups for masking.
