but photoshop use amd gpu normally

You mean that your problem is that Premiere can't start with your AMD GPU?
If so, I think you can fix it from the GPU Settings not in Premiere.

The gpu setting are set up to high performance for illustrator and premiere even that when i disable the intgerated gpu illustrator and premiere don’t detect any gpu.

but the strange thing that photoshop detect the right gpu amd radeon
