I have always been able to export files as Illustrator 8 EPS files for use with a laser engraver at my workplace (it needs to be v8) and if I checked "Use Artboards", I would get an EPS file containing all the artboards, and however many seperate file there was for reach artboard which was exactly what I wanted.
Since a recent update, whenever I export, the Illustrator 8 EPS file has only 1 artboard and the rest have "Guides for Artboard" and will not work with our laser machine software. We have done things this way for years and never had a problem as long as we exported in Illustrator 8 EPS format (anything higher didn't work)

I get the same result in both CC 2017 and 2023 -- that is, additional artboards are converted to guides.
Is it possible to share an EPS file you created with multiple artboards?

Hi -- did you mark my question as 'correct'? If so, could you describe how it solved your issue? If not I'll un-mark it.

No I didn't sorry. It may have been done accidently by someone else at my desk. I have not solved the issue and I can't find any of the old artwork files with multiple artboards ( I just make the artwork. It is processed by our laser engraving department after that). I just now that I have never had it export with just the one artbaord and guidlines in over 2 years and I have always just made sure to export as Illustrator 8 EPS files.
