Illustrator blend dose not working correctly

ver 27.2 blend working are not correctly. 
1. Make  symbol object.
2. Make blend for this.
3. Set step setting blend
4. Turn a little. 
In past versions this had a smooth turn state transition

I have just tried this in CC2017 and in 2021 and the results were like yours. Rotating like this in a blend probably never worked reliably. But instead of rotating it with the bounding box, what you can do is apply a transform effect.
