Within Illustrator select text tool.
Type in a few lines of text with carriage return.
Select all the text in the paragraph
Go to paragrpah panel
Select the justify icon
NO results...the paragrpah is not justified
Draw a text box by click-dragging with the text tool. Then start typing.
You can’t expect type to justify if you use a carriage return at the end of each line.
The way you are doing things, each line is a paragraph.

Are you using area text? If not you should.
You should not need to use carriage returns except at the ends of paragraphs.

All I'm trying to do is type a paragraph and then justify it.
i would expect this to work with the normal type tool. It does not.
Your suggestion of using the area text does not work because I get an error message "You must click on a non-compound, non-masking path to create text inside a path"

This worked, but then how do you reduce the size of the box?

What about when the justify places the first word of a new sentence "The" at the end of a line? Most designers/copy editors would bump that word to the start of the following line. Simply draw a text box and type away forfeits too much control. Tracking (Character) per line can make up for this, but it's tedious. Oh well, sorry for the whine.

Tricky adjustments like the one you mention can often be done with a paragraph break using Justify All Lines for the paragraph before the break.
Reducing the size of the box is never a problem. Either do it with the bounding box or by direct selecting a side of the text box and dragging.
