Illustrator circle size wrong when rotated

Drawing two circles and moving them apart there are no problems, they show the correct overall size. However as soon as I rotate them 90* it shows the distance between them rather than the actual outside dimensions.

Yes, I could make them a compund path or change them from a shape, but it is still a glitch nonetheless.

That started happening in Illustrator 2020, in Illustrator 2019 it works as expected.
