The original cmyk I wanted to use was #19184A, but when exported as a pdf, it became #1B1849.
There is a difference in color; the picture in the upper one is a screenshot of a file open in Adobe Acrobat, and below is an Illustrator file.

HEX color is not a CMYK definition. It will be already changed when you input it.
Please read about how color works.

When you work in a CMYK document, only use CMYK colors. All others (RGB, Hex) will be converted to the closest possible CMYK color (and that color will again be converted to RGB/Hex).
When saving as PDF turn off conversion to any CMYK and make sure that the Color Settings are the same in both applications.

As soon as you enter the HEX code into the color panel in a CMYK document, the color gets converted. And the HEX values will look differently. ANd that's that. Everything is working as it should.
The only thing you need to do is take care to not convert that value again when exporting to PDF.
