Illustrator consumes 100% memory only when trying to save file

In Illustrator the app works fine while working with files and editing them.  However, when trying to save files, regardless of size, it will max out memory and take 10+ minutes to save.  It doesn't error out or crash but will just consume all memory.  The PC it is running on has more than ample memory to run Illustrator.  I have gone through all the troubleshooting steps Adobe offers for issues with memory.  I have also uninstalled and re-installed with the same issue.  We have even attempted to switch PCs and the same issue happens.  If anyone could provide answers, that would be greatly appreciated.

Try resetting your Preferences.

You can use the button under Preferences/General, quit and relaunch AI.

Similar posts have shown that resolves the memory leak.

Tried that already, and tried that again just to be sure and it has the same issue.  We have even swapped the user to a different workstation entirely and did a fresh install of Illustrator and still has the same issue.
