You can try to restart your machine. 

And check if other applications conflict with Illustrator by only launching Illustrator.

Resetting preferences is another option.

This has been an issue on the last three releases for me.  I have cleared the preferences and it continues to be a fault in safe mode. This is pratically making your software unusable.

For clarification this problem is not only linked to the keyboard shortcuts but is also occurs when using the menu and mouse context menu.

Stop blaming the customers and fix the problem with your software.
